PRIMERO_MESSAGE_SECRETto the Docker development environment sample. The sample value is exactly 32 bytes, matching the encryption service and entrypoint requirement.Fixes #481
Validation
PRIMERO_MESSAGE_SECRETunset.docker/application/root/entrypoint.sh.bash -n docker/application/root/entrypoint.sh docker/build.sh docker/compose.local.sh.git diff --check.RSpec was not run locally because this checkout requires Ruby 3.4.9 and Bundler 2.7.2, while the host has Ruby 2.6.10 and its Docker daemon is unavailable.
